This issue has been bothering me for weeks and made solo queueing hell. I can never make callouts in time through team chat. My microphone does work for other apps such as Discord. I tried uninstalling and reinstalling but that did not work. I also hear others in my game but they never hear me. Someone please tell me how I can fix this issue.

Sorry to hear you're having trouble using voice chat in Siege. I certainly can see how this is disruptive to gameplay. First, I'd recommend you try disabling background applications when playing Siege.
