I don't know if this was asked but does Rainbow Six Siege have a support cross platform?

No. PS4 users will only be able to play against other PS4 users. Same goes for XB1 and PC.

No. You need to use your Ubisoft account to log into the game on PC. You can link your PS4 account to a Ubisoft account, but your game information does not transfer across paltforms.
