So i bought siege on my Xbox and I'm thinking about buying it on my pc, would I be able to transfer my operators and weapon skins to pc?

Unfortunately not, there's no cross platform progression with the game I'm afraid.

Hi Drfrog08! Rainbow Six Siege does not support cross-platform at this time, meaning that any content you have earned or purchased on your Xbox cannot be transferred to PC. You would need to purchase a separate copy of Siege solely for your PC. My apologies for any inconvenience this may cause!
