[2020] [Crash/Freeze]STEAM copy Siege Crash on start

The game refuses to start after Uplay update to play connect
When I click Play in steam ->button showing as running -> Game launching -> Uplay startup by itself->I can see the game icon display a few seconds on the taskbar but it disappeared shortly and steam running button changed back to the green "Play" again.
I have tried these steps to fix so far.
1, verify the game on steam
2, update the GPU driver
3, reinstall the game
4, try delete uplay cache
5, uninstall uplay / reinstall uplay
6, I have tried on windows7/windows10
7, try on different computer window 7 and 10

the only thing I found weird in the log saying:
