It was around November last year. I didn't think much of it until I realized that I'm missing a lot of operators. If any of the support team would like to see proof of the steam purchase I can email it to you. another weird thing I saw was that when I went to manage the DLC it says its installed and enabled but all I got for operators are all until Echo and Hibana.
