From time to time, even though my ping up to and after a particular match is 15-30, in that particular match, everyone has 200+ ping. Not right away either, there is usually one person with high ping and then gradually, everyone else joins them in the 200+ values. I don't know if the servers just die sometimes and matches that already started are just bad til the end or if there's some kind of exploit which really wouldn't surprise me, but it is annoying as hell.
