Hey there! Unfortunately this isn't completely true (or even at all true). Platforms have the same release requirements for a game regardless of where it's at in it's development cycle.
To answer other concerns I'm seeing, we know folks get frustrated with bugs and I can promise you the team gets even more frustrated. Bugs and features that need improvement we see a lot more than some of you and we want them to change. This is just a process of prioritization and time.
Why are we worried about a Store then right? Two reasons. First in order to remain free to play (which we mostly are as the majority of folks are playing on free Beta keys) and without the traditional "lootbox" mechanic that many know and love, we need to supplement that with a few optional cosmetics.
