[2022] Stellaris does not launch from steam when not installed on C: drive

That is a launcher installation error, nothing to do with the game as such. I suspect you can run the game from stellaris.exe

For that problem, empty out the c:\Windows\Installer folder - they are all temporary files so no real loss there.

Or if that folder does not exist, make it manually.
