For Empire-size you can reduce its effect by simply having more science/unity-planets. For the pop-growth you can have more "empty" planets that are only there to produce pops. Heck even the Fleetcapacity you can counter by producing more energy.

You can't counter the exp-gain-loss of your leaders with "growth", so no going over the "soft-cap" isn't a solution since unlike the other softcaps in the game its not scaling but a flat 8% per leader meaning with 12 leader over the cap you are at 0 EXP-Gain.

So no.. nope not an argument.

And of course you are doing the most commong mistake of just looking at one thing in a bubble instead of looking at the bigger picture.. they keep adding expansion-punishing mechanics after another and they stack.
There are traditions, technologies, ascension perks, and civics that increase the leader cap. How is this not letting you get around the leader soft cap?
