Stellaris does not use any ports of its own, all MP play is via the Steam client. Here are the ports Steam uses though:

I don't recall anything like this in any PDS game.

If you are wireless, try a wired connection.

If this is a laptop can you try moving it to some other internet connection, like a friend's place, and see if the problem follows you? And/or connect up a friend's laptop at your place and see if they get the issue?
