DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox/Stellaris/logs/ folder, attach system.log , error.log .

한유호 said: My settings were managed by Geforce Experience automatically.
Please unload GeForce Experience and test the game again - does it still have this problem?

And, why are you running the game in openGL mode? That is always slower than DirectX, please undo that.

Removing openGl should have helped to some degree, as that is slower that DirectX. Are you saying removing that made no difference at all?

Can i see new copies of all five of those files I asked for before, please?

Two mod errors in there. You are doing this testing with no mods enabled, is that right?

Does this problem happen on ever game speed, or just speed 5?

All your disks except D: are low on free space; especially for C: Windows likes to have at least 10% free as elbow room. If your Windows paging files is on C: , the default, you should free up as much space as you can there.

Right click on stellaris.exe , properties, compatibility, and tick Disable fullScreen optimisations and Apply that. In the launcher set Display mode to fullScreen, is that any better?

And finally if none of that helps, run Task Manager and go to the Performance tab. When this problem is happening, what do you see in there? Are there jumps in CPU or GPU that match the stuttering you see in the game?

I am surprised that the choppiness is not visible in Task Manager!

Does this problem happen when paused, or only when running? Does it affect zooming or scrolling the map , or even if still?

It is certainly not a general or universal problem, no. Possibly there are other cases of course.
