Another balancing change we did recently in @PDXVictoria is to replace almost all 'base' state infrastructure with Infrastructure generated from Pops. This means that to properly develop the frontier, you first have to attract people there - or build some railroads! http://pbs.twimg.com/media/FYlcGNkXkAIQT6s.jpg
