You can adjust the UI scaling in the game's video options menu. Usually a factor between 1.2 and 1.5 is right for most people.

That said, I don't understand why you couldn't change to any other supported resolution. DXDIAG is a program you run from a command prompt or the Windows start menu 'run' dialog box (or 'search programs' in Windows 7 or later). After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach your Documents/Paradox/Stellaris/settings.txt and pdx_settings.txt .
From your Documents/Paradox/Stellaris/logs/ folder, attach system.log

You should be able to use any of the resolutions listed at the end of that system.log file.

You are in windowed mode i see - is it any different in borderless or fullScreen?

Okay, so in fullScreen you can only use 3840x2160., is that right? Is this because other resolutions do not show in the launcher? Or they show but don.t stick in some way?

If you do use that resolution, and up the GUI scaling to say 1.2 , is that more usable for you?

You should go into properties-compatibility in stellaris.exe and tick the Disable fullScreen Optimizations box, that might help. I hope so!
