Can I claim the Akira Toriyama codes again on a new account, if I delete my old one?

I want to restart completely, and recently I claimed the Akira Toriyama codes. The dev said these are one-time claims, which I assume is tied to the account, but has it been clarified anywhere that, if I begin a brand new game with a new account, I can claim these items again?

You don't need to claim it again, it's bound to your account, not your character. Even if you delete your character and create a new one, you will still have all the cosmetics (they will be waiting for you in the Vault located in the Temporium).
