As per what I've noticed as a recurring point in that old thread; do you currently have the Warlords of New York expansion?

I have looked into this for you and I can confirm that the dev team are still investigating this issue.

Hey Sparrow_DZ! I'm sorry for the continued frustration caused by this issue. Just to confirm, have you completed the WONY storyline yet? If so, what is your SHD level? As your gear will conform to your SHD level, and will no longer carry a gear score. However, the issue regarding lower gear score loot is still closely being monitored at this time, with players updating the main thread about this here.
