I've taken note of your report, and I'm sorry to hear that a referral Issue is impacting your experience !

To become a recruit, you have to be invited by a veteran before you start playing The Division 2, or within 7 days of the first login to the game.

In order to isolate the Issue, can you let us know if the problem persists after sharing your custom URL with your wife instead of the friend invite ?

Would it be possible to grab a screenshot from your wife's perspective on the referral website? Once we have that, we should have enough info to fully investigate why this might be happening.
