On my Xbox Account my primary character has all of the Ivory Keys and have the Shield Splinterer (I have screen shots but it looks like they are too large)
On my other Characters on the same account I have 7 Ivory Keys, I thought those keys are shared.
I've never experienced this before, as I have have never had issues with other characters on either of my 2 PC accounts

I couldn't find any information to say they are shared. Are you sure you didn't just gather them all twice on your PC accounts?

If you play the character that currently only has 7 keys are you able to get the 8th key from the corresponding hunter?

Sorry for the delay.
Ivory keys are dropped from the final hunter you kill in the Midas / Revenant and Death / Phantom / Cross / Diamond encounters.
