After rescue operation encounters in DC, the bounty received is almost always a Hyena bounty, even if the enemy fought during the encounter was not the Hyenas. This does not always occur when fighting Black Tusk during rescue operations, but it does happen with True Sons and Outcasts. The linked video shows an encounter with Outcasts in Downtown East, after which a Hyena bounty is received.
