The Warlord of New York expansion should not be shareable, so you would not be able to access the content on a second or Sub account.

At present, as our support article regarding content sharing in The Division 2 states, additional content (including expansion content) is not eligible for content sharing on PlayStation 4 - it can only be accessed and played on the specific PlayStation Network account where the content was activated. On Xbox One, additional content can be shared to all users on the console.

The WONY edition of the game is The Division 2 with the WONY expansion. If you bought it on one account, the DLC would only be playable on the account you bought it on.

The expansion can be played only through the account where it's been purchased from. I'm afraid that accessing it from any other account is not possible.
