Ok, makes sense. But i was having the issue before and thought it would help if i removed them all, unfortunately I was wrong. I removed all mods that control functionality like anarchy, traffic manager, move it and 81. I load a new game and still have issues. Will look into some trouble shooting and see if I find anything.

Removing 81 tiles can cause a lot of messy things to happen. I wouldn't recommend it.

Having a mod doesn't affect performance outside of what it does. It isn't like assets where it takes up X amount of memory from just being there. Instant Return To Desktop is a very lightweight mod, but if you're fine with shutting it down through the Task Manager, then the mod won't make a difference for you. It's great for everyone who's not comfortable with that though.

If he has Building Anarchy enabled, try unsubscribing that mod and see if that helps. If that doesn't do the trick add the following mods:

- Loading Screen Mod (either version, just only 1 of them)
- Save Our Saves
- Safenets

Make sure all 3 are enabled, then before loading the city go into Options, find the Loading Screen Mod on the left and enable all the Safe Mode options. Then try loading the save.

Remove European Buildings Unlocker. It's broken and outdated. Just enable the European Style instead.

Yes, you would need to reinstall the game. But the game isn't working right now for you, likely because you moved some files manually. Steam doesn't do well with that. So my best advice to fix it is a clean install of the game.

Make sure you use the right tool. A common mistake is trying to use the regular district tool when you need the Industry Area tool. Here's a pic of the one you need. :)

Ah yes! It's Citrix. Unity thinks Citrix is a graphics card (which ofc it isn't) and so all Unity games crash. If you need Citrix again, there's a few workarounds you can try in this thread:

We'll need to see the output_log.txt (called player.log on Mac and Linux) to see what's causing it. Here's where to find the log depending on your operating system. To easily find the local files for the game, right click your game in the Steam library, select Properties, go to the Local Files tab and select Browse local files.

Windows
\SteamApps\common\Cities_Skylines\Cities_Data\output_log.txt

Mac OS X
Users//Library/Logs/Unity/Player.log

Linux
~/.config/unity3d/Colossal Order/Cities: Skylines/Player.log

As we can't attach files here on Steam, you will need to upload the file somewhere else. Here's a few sites you can upload it to, which do not require you to sign up first:

The absolute best place to start with mods is this Beginner's Guide. It covers the basics of what you need to know and has recommendations for where to start. It's gonna save you a lot of headache to start there. :)

Let's start by removing broken mods. Unsubscribe from these:

- Tree Brush (don't need it when you have Extra Landscaping Tools)
- Big City (don't need it with 81 tiles)
- More Beautification - get Find It 2 instead

I see that the Mod Compatibility Checker has checked your mods multiple times, which makes me wonder if you have done multiple loads. You have to restart the game after loading a city when using mods. Otherwise they get loaded "on top" of the first load, which breaks a lot of things.

With these mods removed and a fresh start of the game, does it then load?

Yup! I recommend avoiding Plop The Growables when you have Ploppable RICO Revisited. Just turn on the options for growables for Ploppable RICO and you're good. Using both comes with the risk that they conflict.

Not trees though. They can't be rotated manually. They live by their own rules. :P

The easiest way to find it is through the game. From the Main Menu go into the Content Manager, then find the Map Theme category on the list and find the theme in question on that list. You can click the Workshop icon to open the workshop page for it.

Alternately remove the . in the link and replace it with a space. Then Steam won't recognize it as a link and it shouldn't be automatically removed.

If you want controlled rotation, you can use this mod. Just keep in mind that it can increase memory usage a bunch.
