Yes, I have a nice headset on Xbox One X and often can't hear footsteps until the enemy is already on my ass. And very often, based on how the fight played out, I can tell they just sprinted up on me for a decent distance before the footsteps registered somewhere in the last 3 or 4 yards.
I think the problem relates to volume: When the sound is present, a tank 10m away has the same perceived volume to me as a tank 1m away. Gunshots sound exactly the same 2m in front of me as they sound 10 or 15m out. Given that context, I imagine the problem with footsteps is that from like 2m - 10m, they're coming through my headset at the same 10m volume, then from 2m to 0m, they finally start to get louder.
