So the DY if you open the "Combat Missions" tab will show you what you have to do per each directive.
If you complete Directive 1, you'll see that Directive two has a time frame set "starting in X days" Which means it is time gated to open up to you at that time.

Totally understand and totally get where you're coming from.
The reason we have HAD to change things on how we release information is people would take those PROPOSED ideas as gospel, make opinions 100% and often ruin the feedback process as a result. So we HAD to pull back the reins some and start controlling more what is released when.

Well because I like my job, when stuff is under NDA, I LITERALLY cannot.
But on the front of CVs in terms of balancing, their spotting has been adjusted 5 times in the last 6 months, there have been 2 different MM changes directly effecting CVs in the last 6 months and the Hakuryu specifically has had 2 adjustments or "nerfs."
We are always looking at the data and slowly changing things as we see is necessary. As for development time frames I would LOVE to give you that, but contrary what some believe we have a fairly small development team and everything we do takes significant assets, and time. So if something comes up and we need to focus on that we can't give a time frame because something may be delayed etc.

Well and that's the thing, game development and balance takes time, in some cases it takes months to gather data to make changes and some think, because we don't do things in the time frame they like, then we obviously don't do it. +1

Hindenberg, Henry IV, Jutland, Daring, Chung Mu, Yueyang ALL have been adjusted in the last 6 months.

I do agree with you, but we have also changed the MM settings to lower the CV numbers at the lower tiers.
It's not perfect, I am not trying to say that at all. The problem you run into is the amount of CVs in Queue is pretty high, and to keep them from sitting in queue till they override the MM rules at least 2 is needed.
I agree that 1 CV per team is more ideal of course, but in some cases cannot be helped
As for the length of time between tiers that is a direct result of removal of the odd tier CVs, you're essentially moving 2 tiers so the price had to go up.

So by your metric EVERY ship in this game is a failure? Because we adjust ships all the time, even ones that have been around for years.
This is NOTHING new in the gaming industry, new mechanics and metrics drive balance changes.

The entire reason we DO NOT want skill based MM is:
A: What metric do you use to measure skill? I can list A LOT of things that could make you be categorized as "good"
B: You HAVE to have all skill levels playing together in order to make a game challenging
C: People learn how to play better or just become food... this is how gaming works. Not all games have skill based MM and in fact not as many as you think actually DO have it.
D: Not everyone plays this game to be a Unicum.... this is why there are competitive leagues and such.

If you know your ranges of radar and hydro and you know what the enemy team has (which everyone does at the beginning of a match) and you are not changing how you play in reaction to those threats, then I hate to say it, but you gotta learn.
As a DD main, I have played quite a few battles even since the patch and still don't really have a problem.
Experience has taught me when to push, when to not and when radar'd, to COUNT so I know how long their radar is going to remain up.
Also, if people would focus the CRUISERS first, which lets be honest, SHOULD be the food for BBs currently because they are a huge threat, then everyone's lives get better in a battle.
Slow and steady, calculated placement and situational awareness can be VERY effective if you're a DD main.

That being said,
My two doubloons? WEEVEE all the way! Her guns are VERY powerful and TBH her hull is pretty good if you know or learn your angles and she has some great reach as well.
I call the WV the "doom turtle" though, as she is soooooooooo sloooooooooow, but once you get to the fight you can wreck everything!

Firstly, welcome to World of Warships and I commend you for doing research! That is after all, one of the first keys to success in this game.
Secondly, may I remind our community about the forum rules. Some of you need to re-read them.
Thirdly, and I mean no offense by any of this but, you only have 83 battles in Random game mode. Which means that more than likely a lot of the early game access items have not been opened up to you as of yet.
Keep grinding forward.
Pick one line and grind ONLY it until you think you have a really good understanding of the mechanics and game play
Take advice from people with a grain of salt
CVs at the lower tiers are more a pest, but IMO its good (though I know it is annoying) to get primaried with the tick damage as often as you might in lower tier battles
