Mod Jack's design livestreams are not content showcase or Q&A. It's more about mulling over the how's and why's of RuneScape's design, so it's not something most players are interested in. That's why it's not top priority to advertise them.
Design livestreams do not replace the usual announced livestreams. Those are still happening, but with reduced frequency because Jagex switched almost entirely to "monthly content drops", so there's little reason to do more than 1-2 official Q&A/showcase livestreams a month.
Nothing to do with it being a priority to advertise. Unfortunately, to get something into the newspost or broadcasts for Monday it needs to be finalized during the prior week and sometimes this isn't possible.
Running more streams is in our plans for the CM team and the recent addition of Mod Doom is intended to help with doing just that but they are finding their feet in their new role so its going to take a bit of setup before more consistent stream return.

It has been updated, the OSRS link had a redirect but now its just straight to the RS3 side of things.
Does this mean runefest isn't happening this year?
This is for the Golden Gnomes for 2022, we didn't get a chance to do this before the end of the year. We are not commenting on any Runefest plans right now.
