Great tips all around mate. I personally sell my serums for 300 caps and usually 3 star legendaries 1 to 2k, unless they're not as good (then I scrip or sell for very cheap) or really good (I rolled a furious fast fire tesla rifle today, for instance :D ).

I wasn’t able to get to that immediately so once I finished my quest I logged. So far I reset my display to my secondary monitor and it’s worked better. When on primary it would minimize on start up and sporadically minimize while playing. Right now I’m at 10 minutes steady. It could have been my windows notification set up that happens from time to time on my primary monitor.

Are you able to try disconnect one monitor and seeing if the game displays properly? Resetting your display settings would be a good step too if you're able to get into that menu.
Try looking at the vendor again in another server and see if the plans change.
Do you have unyielding armor?
Yeah I'm suspecting this is what is happening here. If you have unyielding armour, you can gain up to 3 additional points for each of your SPECIAL points (expect endurance) for each armour piece you're wearing that is unyielding.

Yes you can! It'll just take a little longer to get max raider rep. My suggestion is for you to determine which vendor items you want to focus on (i.e. gauss shotgun with the settlers, gauss minigun with the raiders, etc) and side with that faction so you get maximum rep. For instance, I run a heavy build, so it was more important for me to side with the raiders to get their max rep faster.
