Yes - no matter who you side with, you can still talk to them afterwards and access their shop. It would just take you a little longer to open up the full catalogue of items that are sellable by those faction vendors - since some of them are tied to what your reputation is with that faction.

I suggest you side with the faction that sells you the items that you really want so you can unlock them faster. I.e. if you want the gauss minigun, side with the Raiders. If you want the gauss shotgun, side with the Settlers. And so on :)

You're maxed out on legendary scrip, so before you earn more, I suggest heading to the Rusty Pick and buying some legendaries or legendary modules. The cap for legendary scrip is 1000.

There are numerous ways to increase your caps. Make sure to get the hard bargain perk card to rank 3 and then sell things to the in-game vendors each day to get 1400 caps a day. The things I like to sell which I don't use are meat, excess chems, weapons, armour, veggies, etc. Hard bargain helps you sell for more and you can even pop a grape mentat to get better selling prices. Once you get a lot of items and plans, you can sell them to other players via vendors (which are disabled at the moment unfortunately) and that'll help you get more caps. There are also events like the Scorchbeast queen fight and others which give you caps as a reward. Also, be sure to equip travel agent whenever you fast travel, to save even more caps.

Power armor can be obtained from a number of sources. First up, you need to obtain a frame from somewhere in the world (they spawn at a bunch of different locations) and that frame will in all likelihood have a couple of armour pieces. You'll be able to equip the Raider Power armor from level 15, excavator from level 25, all the way up to the Ultracite at level 50. The level requirement is displayed on the power armour piece so you'll know easily. Weaker versions of the Power Armor can appear at lower levels (i.e. excavator again starts at level 25 but goes up to level 45), so once you're a high enough level, always try to get the highest possible level for the armour you want.

Some power can be obtained in full directly from quests (i.e. ultracite) or may need to be crafted after completing a questline (i.e. x01), but the others (t45, t60, t51b etc) can be found in the world.

I've got the Ultracite Jetpack from the Queen - it sometimes takes a bit for it to drop.

As for the decontamination arch, did you drop the nukes yourself or are you joining other people's nukes?
