This is the old town that used to exist, but now Octane's Gauntlet is there, and has been for over a month.

Remember this is also movement. Tons of people land at skull but not vary many go through it mid or late game unless the ring pushes you there because you know it has no loot

Not only that, but it has a slightly different layout. The two rooms up top aren't the same size and it's missing one room in the bottom
True! The room at the bottom was added very close to ship as a way to make it more viable as a landing location, and to give another option in that deadly corner fight.
I love how you can see the supply ship docked at airbase (makes me wonder if it wasn’t a fixed element (or landed there every time) at the time, given how prevalent it is on the heat map).
Ding ding ding! Good observation! It used to be a static fixture at Airbase. It was part of the initial layout before we had them flying around.

If I got this from a pack which I paid for and it is a reward for the battle pass I either lost out on an item from the pack or a battle pass reward both of which I paid for so tell me how it is a free reward.
You're saying you got it from a loot tick? If that's the case, a video would definitely help us repro the bug. I'm pretty sure it's not possible to get load screens from a loot tick.
If you're saying you paid for the battle pass and got this, then you just unlocked it early is all. If you never make it to level 94 then you got a free reward. If you do make it to level 94, then you just unlocked this early.
