It takes literally 20 - 30 minutes, in that time you could run around, explore the Island and do any other things.
If you decide to sit around and wait then that's on you to be honest.
This is a known issue we're looking to fix!

Two creatures (sometimes even three) can actually spawn and this is an actual mechanic!
Talking to the guard has no effect on that I can assure you of that :)
You can go and speak to Mordaut in your Base camp and replay it :)
I believe the price is because it literally activates that function across all deposit boxes.
EDIT: I've been reliably informed, I was wrong this is just for that.
Essentially it may seem expensive but as you get more workers, that'll be a walk in the park to get!
