Quality of life improvements are made every single patch. But it's pretty much subjective person to person if it applies to them. For example, someone who exclusively plays tanks isn't going to care about or even acknowledge a naval to air quality of life improvement.

Also vehicle development is entirely sperate and nothing at all to do with gameplay and quality of life improvements. The two don't effect each other.
