Almost. It was put in place so that you can always use your content for something. Basically if you have 0 essence and 1 shard and you don't ever want to engage with loot anymore, your shard isn't completely unusable. But no, people rarely use it, we don't want them to, and it's not meant to be a trick or anything like that.

What you're seeing is a promo code bundle. If you've ever gotten a code at an event, you're actually getting a bundle like that. We price them ridiculously high in case they accidentally go live... ;)

Not to disagree with your sentiment, but doesn't the misleading naming of the orbs somewhat contradict what you're saying? The naming of the orbs is akin to what gacha based games do, with event specific lootboxes/gachas.
Yeah it’s not perfect. We want the orbs to be themed with the event so that the whole thing is feels cohesive, but that risks a little extra confusion. Tradeoffs :/

I'm probably not one to talk about this since I've not done more than cursory research into things like gacha business models, and Riot does have extra worlds tokens to spice the orb packets, but having a sea of potential outcomes (skins with no rate-ups) will never fly in other gacha models.
What happens instead is that the average player would hesitate to buy the orbs to 'roll' for the skins. It can of course be argued that you could just buy the skins you want, instead of having rate-ups. But the entire gambling aspect of lootboxes relies on you thinking that orbs are less 'expensive' than just straight up buying the skins, and having rate-ups 'trick' the player into buying more.
That’s exactly what we don’t want. Loot in league isn’t supposed to be a gacha. If you want a skin, you should just buy it. We always want that to be the clear, best option. If you enjoy rolling and/or want some very limited, exclusive rare content, then go for loot. It gives you a discount if you would be happy with any of a bunch of skins. But it’s not for you if you want a specific one.

People at large simply don't actually care that much about the players; it's a nice side-benefit that they get to support a player, but it doesn't sway people. What people want is a deeper attachment to their champion, not to connect themselves arbitrarily to a person that is probably much richer than us. They just won Worlds.
Continue to support the players, but the World champion skins (for many players) are just ways to support their favourite champions. I used Taliyah as an example because this is her first content since she was released two years ago -- the Taliyah Mains Discord is filled with people upset because the icon and the border are too expensive to justify the price, and the border is a way of saying, Hey! I really like this champion!
I agree that 'buying early' (as was done with Star Guardian) doesn't work here, because the skins leave the store quite early, but you should know ski...
