Windows CPU usage is a bit misleading on multi-core systems, i.e. all of them nowadays.  It reports TOTAL usage.  So if you have, for example, a 4 core system, then "50% usage" means 50% of the CPU's total throughput is being used.  That could be either all 4 cores running at half speed, or it could be 2 of those cores running flat out as hard as they can.  Warframe tends to do the latter thing:  It will typically run 2 threads as hard as possible. If those individual cores running those threads cannot keep up, then the game becomes CPU-bottlenecked even though there are other, unoccupied cores which aren't doing any work.

This is *further* complicated by the fact that modern computers will usually try to move highly demanding threads around to different physical CPU cores, in an effort to spread the heat around. So it runs on core 0 for a little bit, that core gets hot, the operating system moves the thread over to core 2 instead.  The problem is that this "hoppin...

Today's hotfix has a potential solution for people using 3-core CPUs.  (On login screen: build 2021.01.28.15.30 or higher)

If anybody who was affected could please verify that you're able to play now?  We do not actually have one of these Athlon/Phenom X3 processors available to test so we can only try to simulate it.  Some verification from you would help our peace of mind!

Orphix Venom: Hotfix 29.6.9

 

Changes:

  • Deimos Isolation Vault Bounty Waypoints on the Bait that need to be collected for the first objective now only appear if you're nearby (used to display at any range which was messy).

  • Removed unreleased footwear item being Chat linkable. 

 

Fixes:

  • Fixed the game freezing on startup on 3-core CPUs.

  • Fixed a progression stopper in the Heart of Deimos quest due to the Through and Beyond phase infinitely looping. 

  • Fixed a secondary crash that could occur if your GPU driver crashed while running Dx12.

In any case, it's best not to engage, right click -> report, don't say something that might get you reported and banned too.

What u/-n-k- said. Best to simply right click on their username and report. Or, you can make a ticket with Warframe Support and include screenshots, videos or any other helpful information. They handle these types of reports all the time.
