Yep, but that is only a minor hurt when first starting. You won't miss out on maxing every perk because of it.

It's a choice. Spend five minutes doing the intro quests or don't. Or go meet up with your buddies and do it later.

If it's taking you half an hour to gather a few basic materials and get to the trader, you might be doing something wrong.
