Going off this, It would be reasonable to assume that since TFP (or whoever updates the console versions) will of course update the console version and thus has to be in line with Sony's and Microsoft's rules of saves not breaking between updates.
Keep in mind that this is info I've read years back and I have no idea if its changed or If I have misremembered it.
Them releasing it as a "pre-release" build bypasses the save rule by Sony and Microsoft.
Checking the original announcement, it has a different statement now because they changed it a bit after it was originally posted.

Q: Save incompatibility between console versions? Also, will there still be Save incompatibility between patches?
A: Due to the technical architecture of 7 Days to Die’s game engine, users will have to start a new game with each major update. Eventually, this will not be the case.
It was mentioned that they may make a 1.4 patch with dedicated server support that would allow consoles to play their current saves. It would also allow groups with a PC host to copy that save to a dedicated server, and they could keep playing on that without switching to a new update.
Which also seems to indicate that they may plan on having versioning available on the consoles similar to what is currently available on Steam.
