It's your stupid E-cores. Game gets shafted onto an E-core instead of a P-core until you start streaming, and the extra work required for that ends up pushing it to a P-core. This is well documented. Along with all the other ♥♥♥♥♥♥♥♥ that the 13th and 14th-gen Intel CPU's have.
