Hi @mitsaek thanks for the screenshots of your alliance map. Could you also provide screenshots of your quest log to show what quests are currently available.
Do you also have the latest update (1.6.2) installed?

Could you try completing the 'In Dreams...' quest first then see if that reveals the option to pledge to Snotinghamscire. Another player on a previous forum experienced a similar issue and mentioned it became available after completing the Asgard arc.
