Hi @Reiiies I'm sorry to hear that you are experiencing issues completing the World Event 'The Twit Saga, Part II'.
Can you please confirm which NPC's did not spawn? The enemies, the prisoners or both?
Could you also try fast travelling to another location then fast travel back and try again.
