[2022] [WotD] Eivor is stuck on the fence in the quest 'The Mask of Diplomacy'

I have a problem with the title mission. I jumped on the fence and can't get off it. When I jumped on this fence after this mission, I was able to jump off it freely. I have the previous save from 5 hours ago. I also can't move to another location on the map. please help
