After meeting "The Father / Poor Fellow Soldier", fast travel is unavailable while in Hamtunscire.
Additionally, any subsequent reloads of the auto save after the quest while still in Hamtunscire will increase the number of medallions in your inventory.

Hi @elkrejzi We had received reports of players who are unable to fast travel after completing the quest The Poor-Fellow Soldier, in Hamtunscire in the past.
Our development team looked into this and confirmed this is working as intended and is not a bug. Once the song "Ragnarok - Twilight of the Gods" finishes playing, you should be able to fast travel again.
With regards to the second issue that you mentioned where the medallions increase after reloading your auto save, I have reported this to the development team to investigate, thanks for reporting this.
