Game Update 14.2 will be released tomorrow, May 17th.
It will address the issue with wrongly unlocked achievements as well as the missing Clay Pits in the “Seasons of Silver” scenario:

@Meichmannn As we said in the blog on Tuesday, we managed to get three of Anno 1800's beloved NPCs to promote the three voting topics. There'll be two more... advertisements for the remaining two topics.
