It's not infallible but it can help when your matchmaking is as wonky as it is.
I live within 20 miles of 9 million people 400 miles of 58 million people and on launch week you cant fill a lobby with people relatively local to me.
PM me your gamertag and platform - you shouldn't have to block anything. Blocking IPs based on their apparent geoip location is not a great idea.

So you're saying that this problem many people are having hasn't been acknowledged other than this instance? Because there is something definitely wrong with either the servers or matchmaking is putting players from certain regions into a matchmaking pool with people they shouldn't be playing with. I live West coast NA and haven't gotten one server under 40 ping. Every game is 60-90 ping.

Location is important for obvious reasons, but I'm intrigued that you want details on service providers. Are there concerns about throttling or something similar? Obviously there's quite a hubbub about that in the States right now so it made me curious.
Getting packets from A to B across the wilds of the internet in a timely manner can be an interesting problem. Peering issues more than throttling would be what I'd be looking for.

We greatly appreciate videos that can help us identify bugs or issues of any kind, and in particular hit detection issues. These are a top priority for us to isolate and fix, and as you can imagine they are tough to track down given everyone's different network conditions. And of course, there is also the slight chance of misconception of what happened, which can usually be explained if we slow things down enough. But the video will always prove useful, as they can and have helped us identify and fix bugs.
We can't go through every one of these from every Player, but you asked for an explanation, and a ton of other Players upvoted and commented. That tells us this is an important issue for you all, so an explanation you shall have!

We launched Call of Duty: Black Ops 4 with the all-new Blackout mode at 120fps for PC players (Multiplayer and Zombies modes were both uncapped). Now we’re increasing the cap to 160fps, and in the next few days, will enable uncapped framerates.
We can also announce that the Zombies Easter Eggs are now enabled.

Yes, we’ve iterated past this and have an awesome new holo reticle in the dev environment. Thinner, more precise, and the ring is larger so it doesn’t obscure enemies but instead surrounds and frames them nicely. Keep an eye out in any future builds to get a sneak peak.
