As far as this issue goes, let's start with the basics. I'd like you to power cycle your equipment with the following steps: unplug your modem, router and console. After 2 minutes plug in the modem and router. Let them come back online completely. Then plug in your console and start it up. Let me know if that helps or not. Thanks!

Thank you for posting your CPU and ram specs, these are well above system requirements for the game, but it would also be good to know what kind of drive you have the game installed on and what your GPU model is if you can let us know, to get the full picture?

What antivirus app do you use? You need to make sure all these apps are in its exceptions lists:

eu4.exe and dowser.exe (in the Steam EU4 folder)
C:/users//AppData/Local/Programs/Paradox Interactive/launcher-v2.2022.6/paradox launcher.exe
C:/users//AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

IF that doesn't help, also set each of those .exe files (EXCEPT eu4.exe !) to run as the Windows Admin user.

Then the game should run from Steam/our launcher, and enable all the DLCs.
