This is completely intended behaviour. Most buildings don't have the lights on in all windows all the night.

If this was my city, you could increase the number of potholes from 1 to everywhere 🕳️

@Skibitth has expert advice on how to make those sidewalks look inhabited! With a few props, decals, and a ton of holes... we can't promise it will be better, but at least it will be realistic
