I'd suggest reporting this on the official forum so hopefully they can fix it.

This is not a bug so there's nothing to fix.

Effects that apply to Terror Radius' which includes Killer Instinct are not intended to work when the Survivors are Oblivious as there's effectively no Terror Radius.
