Heavy crates and heavy sacks are not the same for Zerith Var

Heavy crates do not gleam with Zerith perk, and if you loot them you won't get rapport increased. I thought that heavy crates and heavy sacks were the same except for the shape... I don't understand why heavy crates are not equalized to heavy sacks...
