People that doesn't have Gold Road can't port to my Merryvine Estate?

Recently I've decorated Merryvine state and 2 friends that doesn't have Gold Road said that cant port in, appearing the message "content locked". Is that right?! I have never noticed that before.

This should be fixed with today's patch.
