[2023] eso plus cant buy antiquities leads without greymoor chapter

Thanks @evymyu233 - just wanted to clarify that the tooltip text here is inaccurate and should state you need to own the Necrom Chapter (not Greymoor). We'll make sure this gets fixed in a future patch.
