You may need help from User Mods in getting the manually installed ones going, I have no experience in them.

Hard to understand how subscribed ones that used to work, do not any longer. Can you test this on another machine to see if it is confined to this one?

Okay then, what if you make a new WIndows user on this one and log into it with that?

To deal with that possibility Please do a full **clean** re-install:

- move any valued save games elsewhere
- "uninstall" EU4
- manually delete both the GoG Europa Universalis IV AND Documents/Paradox Interactive/Europa Universalis IV folders
- re-install game
- add EU4.exe to the exceptions list of your antivirus app; ESPECIALLY if you have Windows Defender, add it to the Ransomware "Apps Allowed Through" list.
- start the game with no mods active and test

In particular make sure there are no files or folders left under either the GoG EU4 or Documents EU4 locations, before installing again.
