Ah, that is usually an antivirus app getting in the way. What antivirus app do you use? You need to make sure all these apps are in its exceptions lists:

eu4.exe and dowser.exe (in the Steam EU4 folder)
C:/users/{username}/AppData/Local/Programs/Paradox Interactive/launcher-v2.2023.5/paradox launcher.exe
C:/users/{username}/AppData/Local/Programs/Paradox Interactive/bootstrapper-v2.exe

IF that doesn't help, also set each of those .exe files (EXCEPT eu4.exe !) to run as the Windows Admin user.

Then the game should run from Steam/our launcher, and enable all the DLCs.

Right click on Documents in the left column of File Explorer, just under This PC there. Go to properties, location. What does it say in there?

So not on OneDrive?

And that user name you redacted, is the one you are logged into Windows with?


If so, try making a new Windows user and log into Windows with that - do you get the same problems in JavaScript?

1. Right click the game you're having issues with in your Steam library and add this in the "Launch Options" window:
--pdxlDebug

2. Start the launcher and the debug log will be automatically generated and located in :

%LocalAppData%\Paradox Interactive\launcher-v2\logs\
(example: C:\Users\{user}\AppData\Local\Paradox Interactive\launcher-v2\logs\)

Attach here all .log files from that folder, thanks.

Let's look at your setup then.

DXDIAG is a program you run from the Windows search box on the task bar. After running it will open a window and start collecting info with a progress bar in the lower-left corner. When it completes click the 'save all information' button and save it to a file then attach that file here.

Please attach here your Documents/Paradox Interactive/EU4/settings.txt and pdx_settings.txt .
From your Documents/Paradox Interactive/EU4/logs/ folder, attach here system.log , error.log , exceptions.log

I don't see any good reason for this in those files. You may as well update those nVidia and AMD video drivers though:

Download the latest official NVIDIA drivers

Download the latest official NVIDIA drivers www.nvidia.com http://support.amd.com/en-us/download
If those don't help, make a new Windows user on this machine and log into it with that - do you get the same problem there?

Did you try a new Windows user as I suggested?
