You say "currently" - it hasn't always been like this for you? If that is so, what change or update occurred in your system and network between the last time you could play MP okay, and the first time this happened?

What happens when you try to host?

Our similar game Crusader Kings 2 is now free to play on Steam, does it have the same problem?

I see, very hard to understand what could be causing this for you.

Do you have access to any other machine, either in that location or elsewhere, to test this problem on?

You mention shutting off a firewall, I assume that was the Windows Defender one. How about in your internet router/modem?

Are you on the standard public Steam client, or have you perhaps opted into Steam's beta program?

The only private channel we use for support is our ticket system. But if you've found a third party app that is contributing to this, well, all I can say is stop using it! :D

You could report it to them too of course.

I've passed this issue onto my management in Paradox. What can or will be done about it I cannot say, but it is being looked into!
