To fix this you need to flag our launcher installer launcher-installer-macos to be executable. To do this open the Terminal utility in your Mac and type chmod 755 then hit the space bar. Then drag that file from where Epic installed it (by default /Users/Shared/Epic Games/EuropaUniversalis4/) and drop it on that terminal utility, and hit Enter to make that change. Then run the game from Epic, it should then install.
