Thank you for the report! This one was intended to be included in this patch, and we're looking into why it doesn't seem to have made it into the game today.
Today, we’re releasing a new update for Fallout 76 in order to make some behind-the-scenes adjustments for the base game in preparation for our upcoming Wastelanders update. We’re also fixing a few bugs that were safe to implement without disrupting our work on Wastelanders.
We are still working full-steam-ahead on the Wastelanders update, and when it is released later this quarter, it will contain plenty of new content for you to explore and conquer, as well as a large wave of bug fixes for the base game.

Download sizes for this update will be around 2.5 GB for consoles and under 1 GB for PC.
Query: IF we use our current character on the PTS and then switch back to adventure will we be able to use/display/keep any items/weapons/armor/stuff including unique Wastelanders armor and weapons?
No, they are separate so no items or progress will transfer over between them.
You do not need Fallout 1st to be in the PTS. You also do not need to make a new character if you do not want to. Cheers!
I've seen others suggest a "buy back" option before, this sounds similar. I'll raise this as well.

Well, i tried to apply skin to stock rifles or rifles with other mods and all of them are okay. Problem only with Hardened Receiver
